Guy Ryder fue elegido como el décimo Director General de la OIT y comenzará su nuevo mandato de cinco años en octubre de 2012.

GINEBRA (OIT Noticias) – La Organización Internacional del Trabajo (OIT) eligió a Guy Ryder como su décimo Director General. Ryder, quien actualmente es el Director Ejecutivo del Departamento de Normas y Principios y Derechos Fundamentales en el Trabajo de la Organización, fue elegido por el Consejo de Administración de la OIT. Tomará posición del cargo en octubre de 2012.

“Estoy extremadamente contento: esta elección representa una gran oportunidad, en tiempos de crisis mundial, para marcar una diferencia en la vida de millones de personas, para mejor sus vidas, inclusive la de aquellos que jamás escucharon hablar de la OIT”, dijo el Director General electo. “Agradezco al Consejo de Administración por la confianza que han depositado en mí. Creo que el significado de lo sucedido hoy será juzgado por lo que hagamos de aquí en más, es decir, por saber ubicar las necesidades de los jóvenes, mujeres y hombres de todo el mundo en el centro de nuestra labor”.

El Presidente del Consejo de Administración, Greg Vines, dijo: “El Consejo de Administración puede sentirse seguro de que bajo el nuevo liderazgo de Guy Ryder la OIT representará efectiva y fuertemente el interés de nuestro tripartismo, asegurándose de que la Organización continúe a aumentar su influencia en los debates a nivel mundial y, en particular, abordando los enormes desafíos que enfrenta el mundo.” 

El Vicepresidente por los Trabajadores, Luc Cortebeeck, dijo: “Como trabajadores, estamos muy contentos. Guy Ryder conoce y ha estado trabajando con la OIT. Es alguien que conoce el mundo del trabajo, pero que trabajará con los gobiernos y empleadores además de los trabajadores. Es alguien que siempre defenderá el tripartismo y el diálogo social”.

“Guy Ryder es un excelente profesional con una vasta experiencia en esta casa. Creo que los nueve candidatos eran personalidades destacadas”, dijo Daniel Funes de Rioja, Vicepresidente por los Empleadores. “Lo respetamos; conoce la casa y esperamos trabajar junto a él. La situación que se vive a nivel mundial exige grandes reformas”, agregó.

En un breve discurso durante la sesión pública tras la elección del candidato, el Director General de la OIT, Juan Somavia, dijo: “Mi presencia aquí simboliza el total e incondicional apoyo de la Oficina para asegurar una transición fluida de aquí a octubre. Personalmente, querido Guy Ryder, Director General electo, le deseo un gran éxito, alegría y satisfacción en el desempeño de su mandato”. 

Ryder recibió 30 de los 56 votos de los miembros titulares del Consejo de Administración de la OIT. La elección se realizó en Ginebra. Hubo otros ocho candidatos para el puesto. 

El Consejo de la Administración llamó a la elección luego de que el actual Director General de la OIT, Juan Somavía, anunciara la intención de adelantar su partida al 30 de septiembre de 2012, 18 meses antes del final de su tercer mandato. 

Biografía del nuevo Director General

• Guy Ryder cuenta con alrededor de 30 años de experiencia en el mundo del trabajo, la mayoría a nivel internacional.
• Nació en Liverpool, en 1956, y fue educado en las Universidades de Cambridge y Liverpool.
• Ryder comenzó su carrera en el departamento internacional del Trade Union Congress, en Londres.
• En 1985, se trasladó a Ginebra como Secretario de la Sección Industrial, Federación Internacional de Empleados, Técnicos y Profesionales (FIET).
• En 1998 fue nombrado Director Adjunto de la Oficina en Ginebra de la Confederación Internacional de Organizaciones Sindicales Libres. En 1993 se convirtió en su director.
• En 1998 ingresó a la Oficina Internacional del Trabajo (OIT) como Director de la Oficina de Actividades para los Trabajadores. En 1999 fue nombrado Director del Gabinete del Director General.
• En febrero de 2002, Ryder se trasladó a Bruselas como Secretario General de la Confederación Internacional de Organizaciones Sindicales Libres (CIOSL). Al poco tiempo fue nombrado Secretario General de la Confederación Sindical Internacional (CSI).

En Septiembre de 2010, regresó a Ginebra como Director Ejecutivo del Departamento de Normas y Principios y Derechos Fundamentales en el Trabajo. Desde entonces ha estado a cargo de supervisar el control de la aplicación de los Convenios y Recomendaciones de la OIT. En este contexto, el Director General le ha encomendado liderar una serie de misiones de Alto Nivel a diversos Estados miembros de la OIT, para abordar distintas cuestiones relacionadas con las normas. Podemos citar por ejemplo recientes misiones a Bahrein, Colombia, Fiji, Georgia, Grecia, Myanmar y Swazilandia. También se responsabilizó del trabajo de la Oficina para completar con éxito la reforma del Consejo de Administración de la OIT, que entraría en vigor en noviembre de 2011.

El Consejo de Administración es el órgano ejecutivo de la Organización Internacional del Trabajo (la Oficina es la secretaría de la Organización). Se reúne tres veces por año, en marzo, junio y noviembre. Toma decisiones sobre la política de la OIT, determina el orden del día de la Conferencia Internacional del Trabajo, adopta el Programa y Presupuesto antes de su presentación a la Conferencia.

El Consejo está compuesto por 56 miembros titulares (28 Gobiernos, 14 Empleadores y 14 Trabajadores) y por 66 miembros adjuntos (28 Gobiernos, 19 Empleadores y 19 Trabajadores). Diez de los puestos gubernamentales quedan reservados a los Miembros de mayor importancia industrial (Brasil, China, Francia,Alemania, India, Italia, Japón, la Federación de Rusia, Reino Unido y Estados Unidos). Los demás miembros gubernamentales son elegidos por la Conferencia cada tres años (las últimas elecciones se celebraron en junio de 2008). Guy Ryder elected as ILO Director-General
Guy Ryder was elected as the tenth Director-General of the ILO and will begin his new five-year term in October 2012.

GENEVA (ILO news) – The International Labour Organization (ILO) has elected Guy Ryder as its tenth Director-General. Ryder, who is currently the ILO’s Executive Director for International Labour Standards and Fundamental Principles and Rights at Work, was elected by secret ballot by the ILO’s Governing Body. He will begin his five-year term in October 2012. 

“I am really excited about this chance: this is a tremendous opportunity, in the middle of this global crisis, to make a difference to the lives of millions of people, including those who never heard of the ILO, to change their lives for the better”, said the Director-General elect. “I thank the governing Body for their confidence. The significance of what happened here today will be judged by what we do, and that is to put the people and the world of work at the heart of everything we do.”

Mr Greg Vines, Chairperson of the Governing Body, said: “I am certain the Governing Body can feel very confident that under the new leadership of Mr Ryder, the ILO will effectively and strongly represent the interests of our tripartite membership in ensuring that the ILO continues to increase its influence in global debates and in particular in meeting the enormous challenges the world currently faces.” 

Mr Luc Cortebeeck, Worker Vice-Chairperson of the Governing Body, said: « As workers, we are delighted. Mr Guy Ryder knows the ILO, and has been working at the ILO. He also knows the world of work, but he is somebody who will work with the governments, with the employers as well as with the workers. He will always defend tripartism and social dialogue.” 

“Mr Ryder is an excellent professional with a lot of experience in the house. I think the nine candidates were outstanding personalities,” said Mr Daniel Funes de Rioja, Employer Vice-chairperson of the Governing body. “We respect him, he knows the house and we expect we can work together. We need strong reforms because of the situation the world is facing", he added.

Speaking at the public sitting following the election the current Director-General Juan Somavia said: "My presence here is to symbolize the full and unconditional support of the Office to ensure a smooth and helpful transition until next October. Personally, dear Guy Ryder, Director-General Elect, I wish you full success, joy and satisfaction in the fulfilment of your mandate."

Guy Ryder received 30 of the 56 votes of the titular members of the ILO’s Governing Body. The vote was conducted at the ILO’s headquarters in Geneva. There were eight other candidates for the position. The election was scheduled by the ILO Governing Body following the announcement by the current Director-General of the ILO that he was advancing the date of his departure to the end of September 2012, eighteen months before the end of his third mandate. 

Guy Ryder’s biography

• Guy Ryder has some thirty years of experience in the world of work, most of it at the international level.
• Born in Liverpool (UK) in 1956, he was educated at the Universities of Cambridge and Liverpool.
• Mr Ryder started his career at the international department of the Trade Union Congress in London.
• In 1985, he moved to Geneva as Secretary of the Industry Trade Section of the International Federation of Commercial, Clerical, Professional and Technical Employees (FIET).
• In 1988, Mr Ryder became Assistant Director and – from 1993 – Director of the Geneva Office of the International Confederation of Free Trade Unions.
• In 1998, he joined the International Labour Office (ILO) as Director of the Bureau for Workers’ Activities, until 1999 when he became Director of the Office of the ILO Director-General.
• In February 2002, Guy Ryder left for Brussels first as General Secretary of the International Confederation of Free Trade Unions (ICFTU) and - from November 2006 – as General Secretary of the International Trade Union Confederation (ITUC).
• In September 2010, Mr Ryder came back to the ILO as Executive Director responsible for International Labour Standards and Fundamental Principles and Rights at Work, overseeing key work in the supervision of the application of ILO Conventions and Recommendations. He led several high level missions to address a range of standards-related questions in countries such as Bahrain, Colombia, Fiji, Georgia, Greece, Myanmar and Swaziland.
• Mr Ryder was also responsible for the Office’s work to successfully complete the reform of the ILO Governing Body which came into effect in November 2011.

Note to Editors

The Governing Body is the executive body of the International Labour Organization (the International Labour Office being the secretariat of the Organization). It meets three times a year, in March, June and November and takes decisions on ILO policy, the agenda of the International Labour Conference and the draft Programme and Budget of the Organization for submission to the Conference.

It is composed of 56 titular members (28 Governments, 14 Employers and 14 Workers who vote) and 66 deputy members (28 Governments, 19 Employers and 19 Workers). Ten of the titular government seats are permanently held by States of chief industrial importance (Brazil, China, France, Germany, India, Italy, Japan, the Russian Federation, the United Kingdom and the United States). The other Government members are elected by the Conference every three years.
